Staff

ECCDI employs four (4) full time and two (2) part time staff.

Keith D. Walker

Keith is the founder of ECCDI which was incorporated in 1995. He is the principal officer in charge of fulfilling the organizational mission of providing quality affordable housing in eastern North Carolina and access to capital for small businesses. Keith has raised development capital in excess of $70 million for affordable housing units since ECCDI’s inception. He has developed over 670 units of affordable housing and has overseen the lending of over $13 million in partnership with the USDA Rural Development loan programs. Keith has over 26 years experience in the non-profit management field and is a committed member of his community where he serves on numerous boards and associations. Keith is pursuing his masters in Business in International Economic Community Development and holds a certificate of Nonprofit Management from Duke University.

Liz joined ECCDI as CFO in 2005. She had previous experience with non-profits in her prior position as Manager in a CPA firm.  She is a member of both the American Institute of Certified Public Accountants (AICPA) and North Carolina Association of Certified Public Accountants (NCACPA) and has over 28 years of accountancy experience, receiving her CPA license in 1989. Liz oversees the accounting department, which includes preparing budgets on ECCDI’s million dollar housing developments and preparing all financial information and documentation for the Low Income Housing Tax Credit applications. She also oversees construction draws on all on-going developments and fulfills all monitoring requirements as set forth by project investors, as well as Federal and State agencies. She also is responsible for the monitoring of ECCDI’s USDA IRP loans, as well as preparing yearly budgets and bi-monthly presentations to ECCDI’s Board of Directors.

Mark McCloskey has been with ECCDI since 2006 and serves as Vice-President in charge of Planning and Development. Mark provides project management with regard to pre-development and project planning composition including site selection, feasibility analysis, development entitlements and construction monitoring. Mark’s background in municipal and private sector planning enhances ECCDI’s abilities in the development of safe, quality and affordable housing.  He holds a B.S. Planning and Design; and Certifications in Environmental Planning and Environmental Geomatics from Rutgers – The State University of New Jersey and is a member of the American Institute of Certified Planners. 

Sarah Bulla

Sarah joined ECCDI in March 2004 with ten years of banking experience and eight years of high-level executive assisting.  She undertakes the overall office management, including team coordination, and closely working with the CEO and the Board of Directors using her excellent support and coordination skills.  Her efforts include office purchasing, facility, executive and personnel management, as well as, the development of grant and funding applications, program reporting, marketing and public relations.  Sarah holds a degree in Business Administration and is a Notary Public in and for Carteret County, North Carolina.

Noreen Walker

Noreen has been a part of ECCDI since its founding in 1995.  As part of her role as development officer, Noreen participates in grant preparation, locating and applying for Federal and State moneys and the pursuit of alternative sources of funding for projects. She also prepares reports (written and financial) according to requirements of funders and partners. She monitors compliance with federal regulations of funds provided to agency and sub-recipients for various federal and state grant programs. She reviews market factors influencing housing and community development issues in eastern North Carolina.  Noreen holds a North Carolina Real Estate Broker’s license.

Tina has been with ECCDI since July 2006.  She is responsible for day-to-day bookkeeping, payables, receivables and payroll activities together with various administrative related functions crucial to the organization’s operational efficiency.  Tina is a Certified Bookkeeper with an Associate’s Degree in Office Systems as well a Notary Public in and for Carteret County, North Carolina.
